R3 Strategic Support Group, Inc., a Service–Disabled Veteran–Owned Small Business (SDVOSB), is pleased to announce that it has been awarded a $750,000 sub-contract through Wyle Laboratories to provide professional support services to help NAVSEA (Naval Sea Systems Command) PMS (program manager, ships) 408 develop and implement a Counter Radio-controlled improvised explosive device (RCIED) Electronic Warfare (CREW) “global deployment and sustainment” strategy that will provide a CREW capability and the logistics support infrastructure to all combatant commands. CREW systems are the electronic jammers used to protect U.S. forces against RCIEDs. R3’s task entails identifying combatant command CREW requirements worldwide and helping PMS 408 develop a strategy for fielding and sustaining CREW systems to meet those requirements.  DoD Directive 5101.14 designates the Navy as the DoD executive agent for ground-based (mounted, dismounted, and fixed base) CREW systems, and PMS 408 acts as the program manager. PMS 408 is also the Navy program management office for explosive ordnance disposal (EOD) and anti-terrorism afloat (ATA) systems.

From R3’s Program Manager, Marc Tranchemontagne: “We are proud to continue working with PMS 408 to identify CREW requirements globally and to help PMS 408 reorient from supporting USCENTCOM CREW requirements to deploying and sustaining a CREW capability globally throughout the rest of the combatant commands. The requirement for CREW systems and the logistics processes for deploying and sustaining CREW systems in USCENTCOM are mature and well-understood; however, they are not yet replicated for other combatant commands. We’re helping to redress that gap.”

R3 is pleased to announce the addition of John Snyder to the company.  John retired from the U.S. Navy in 2012 having culminated his service as the Force Master Chief for Naval Education and Training Command after over 28 years of service.  A career submariner, he has extensive experience and expertise in the operation, maintenance, training and administration of naval nuclear propulsion plants.  He served as a nuclear plant operator and supervisor on one ballistic missile and three fast attack submarines, and has deployed to such diverse environments as the North and South Atlantic Ocean, Indian Ocean, Mediterranean Sea, Arabian Sea and Arabian Gulf.  John was selected for the Command Master Chief program in 2004 and served tours as the Command Master Chief of the Submarine Learning Center and the Naval Personnel Development Command.  Coupled with his final tour as the Force Master Chief for Naval Education and Training Command, these assignments as the senior enlisted service member for three large training organizations enabled his unparalleled senior executive leadership and Navy training experience.

He is a graduate of the U.S. Navy Senior Enlisted Academy, Command Leadership School Command Master Chief Course and the National Defense University “KEYSTONE” Course for Senior Enlisted Joint Professional Military Education.  He also holds a Bachelor of Science degree from Excelsior College.  John’s military decorations include the Legion of Merit and three awards of the Meritorious Service Medal.  He will be overseeing the institutional manpower assessment of Naval EOD Technology  Division’s Technical Support Detachment as R3 provides support to enable this expeditionary explosive exploitation capability become a program of record and achieve full operational capability.

R3 Strategic Support Group, Inc., a Service–Disabled Veteran–Owned Small Business (SDVOSB), is pleased to announce that it has been awarded a prime contract modification by Naval Surface Warfare Center (NSWC) Indian Head to expand support to the Naval Explosive Ordnance Disposal Technology Division’s (NAVEODTECHDIV) Technical Support Detachment (TSD) to enable proponency of technical exploitation, institutionalization of its Combined Explosive Exploitation Cell (CEXC) support to operational commanders, and achievement of full operational capability (FOC).  R3’s tasks under the modification are an augmentation of our continuing effort encompassing work within the full range of Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF) functional areas.  It will focus on developing a value network and data mining capability that provides Value Network Analysis (VNA) support for the categorization of TSD tangible and intangible transactions across DOD, inter-agency, and international lines of operation; analysis of TSD’s current and future operations and capabilities; and comprehensive manpower requirements determination, modification, resourcing, and analysis studies and support.  R3’s award is for the remaining base year with an option of six months for a 13-month total period of performance.
