R3 welcomes Dr. Ted Dyke

R3 welcomes aboard Dr. Ted Dyke.  He previously worked as a Senior Analyst in support of the Doctrine Support Team at the Joint Warfighting Center (JWFC), US Joint Forces Command in Suffolk, Virginia.   Dr. Dyke is well versed in joint doctrine, training and exercises. He has been instrumental in developing joint, multinational, and service Counter-IED and Attack the Network Doctrine, specifically serving as a lead author of the new Joint Publication JP 3-15.1, Counter-IED Operations and the USJFCOM Handbook series on Counter-IED Operations, Editions 5 and 6.  He also authored the USJFCOM Handbook on Attack the Network Operations and co-authored the USJFCOM Handbook on Armed Private Security Contractors in Contingency Operations.  He was also key to developing joint C-IED Universal Joint Task Lists (UJTL) and joint TTPs used in the various level Mission Rehearsal Exercises and Culminating Training Events.   He authored the UJTL-based C-IED tasks for the Joint Staff’s Combatant Commander’s Training Guide and the Joint Task Force Headquarters Training Guide.  These tasks provide specific instructions to commanders and staffs in the planning, organizing and execution of C-IED operations.  His work with C-IED Exercise Design and Integration enabled success of the first C-IED Integrated Process Team which introduced C-IED activities to the JWFC exercise program.

A retired Army officer, Ted has military experience in strategic and tactical intelligence analysis to include planning, organizing, training and directing opposing forces for brigade, division, corps, and theater exercises.  He also is well versed in the design and development of service, joint, and multinational training materials for theater wide programs and was the director of intelligence operations on two joint task forces.

Ted’s formal education includes Bachelor Degrees in Political Science and English from Fordham University as well as a Juris Doctor Degree from the Fordham School of Law.  He is also a graduate of the United States Army Command and General Staff College.

R3 welcomes Jon-Paul deLange

Jon-Paul deLange is joining R3 in December.  He is a former Army Officer with 30 years experience in joint and multinational military operations across international and domestic settings.  In his previous company, he was a Senior Analyst providing technical analytical expertise to the Navy’s Counter Radio Controlled Electronic Warfare (CREW) program in advising geographic combatant commanders and other government agencies on the critical need to develop regionally focused organic threat management capability.  Prior to that, he was a Program Management Consultant leading a Quick Reaction Test for the U.S. Army Test & Evaluation Command that included creating performance objectives, project schedules, and work breakdown structures. He authored the project plan and test plan followed by overseeing all phases of execution.

Jon-Paul is also well versed in the Joint Improvised Explosive Device Defeat Organization
(JIEDDO)
.  From 2007 to  2008, he was the Chief of the Test Operations & Policy Division, Joint Test Board within JIEDDO.  He understands modeling and simulation capability for counter-IED requirements to include innovative software applications in support of C-IED operations in Afghanistan and Iraq.  He established cooperative relationships within DoD’s information assurance community to enable timely sharing of critical information with Coalition partners (specifically the United Kingdom, Canada, and Australia).   He also previously served within the National Assessment Group of the Office of the Secretary of Defense at Kirtland AFB, NM as a Senior Project Officer for a sensitive program charged with conducting assessments of strategic national security initiatives concerning special operations, force protection, anti-terrorism, homeland defense, homeland security, and information operations.

He holds a Bachelor of Science in Management of Information Systems from The University of Maryland, College Park and a Master of Arts Education from The George Washington University.   Due to his extensive background in CREW requirements and JIEDDO interaction, he will be invaluable to our ongoing support of the CREW Global Deployment Strategy.   We are excited to have Jon-Paul join the R3 team.

R3 welcomes Jeff Trumbore

Jeff Trumbore is joining R3 in November after completing over 34 years of naval service.  Jeff is a former Navy Special Operations Officer and Master Explosive Ordnance Disposal (EOD) Technician with over 29 years experience in joint and multinational military operations across international and domestic settings.  He has held command of two EOD  Mobile Units and served as Commander, Explosive Ordnance Disposal Group TWO.  Additionally, he served two tours on the Chief of Naval Operations Staff, holding the position of Branch Chief, EOD and Naval Coastal Warfare Branch, where he coordinated and led technology assessment, program management and resource allocation for all Navy EOD and Coastal Warfare Forces.  Jeff is also well versed in the Joint Improvised Explosive Device Defeat Organization (JIEDDO). From 2006 to  2008, he was the Division Chief for Technology and Requirements Integration, where he was responsible for development and establishment of processes and procedures to rapidly evaluate, test, and acquire C-IED capabilities in support of forces deployed to Iraq and Afghanistan. He oversaw development of capabilities ranging from airborne national level sensors to hand held explosive detection devices. Leading a team of over 100 personnel, Jeff managed over 300 C-IED initiatives, of which 140 were ultimately fielded to combat and supporting forces.

Most recently, Jeff was assigned to the U.S. Special Operations Command, where he was assigned as the Division Chief for Special Plans and Policy to Counter Weapons of Mass Destruction (WMD). In this capacity, he was responsible for the development and assistance in the coordination of a proactive strategy for countering WMD use by state and non-state actors, and countering WMD not under state control. He holds a Bachelor of Science in Resources Management from the United States Naval Academy and was a distinguished graduate from the Naval War College, earning a Master of Arts in National  Security and Strategic Studies.  Jeff will lead R3 tasks in support of the JIEDDO Joint Center of Excellence (JCOE), leveraging his years of experience at JIEDDO to assist JCOE in the development and implementation of a comprehensive joint service C-IED Training Institutionalization Plan.   We are excited to welcome Jeff to the R3 team.
