Ron Orr

Ron Orr manages R3’s support to EOD Group TWO, Logistics and Technical Support and UCT1 TOA, and Dives, Training, and Boats programs. Since joining R3 in 2014, he has worked with a variety of clients, such as the Navy’s EOD Group TWO, EOD ESU TWO, and UCT1, supporting them with Program Management, training, and surge requirements. He develops growth strategies and assists in proposal writing. He has extensive experience in a wide variety of defense business areas including requirements and resourcing, operational logistics and inventory management, expeditionary logistics management, and financial management.

Ron served as Leading Chief of the N4 Department at an Explosive Ordnance Training Unit where he developed and executed multiple funding streams to meet diverse training requirements, facilitated and managed multiple contracts and non-disclosure agreements (NDA), developed a Facilities Management Plan and assisted in Planning, Programming, Budgeting and Execution (PPBE) Program Objective Memorandum (POM) development.

Prior to R3, Ron worked for Leidos, SAIC, and AMTI supporting EOD Group TWO, EOD ESU TWO, MDSU2, multiple EOD Mobile Units, and EOD Training and Evaluation Unit TWO, as well as the Defense Threat Reduction Agency, the United States Army Criminal and Investigation Lab, the National Forensic Science Technology Center, and the United States Special Operations Command. He provided Program Management to numerous programs including EOD Group TWO Logistics and Maintenance, EOD Training and Evaluation Unit TWO Instructor, Training and Curriculum Development, and the development of Navy Deployable Forensic Laboratories and associated equipment for various forensic and biometrics disciplines.

Ron retired from the Navy after more than 20 years of service as a Senior Chief Storekeeper and Leading Chief Petty Officer. He served in a wide variety of leadership assignments including EOD Support, Diving Support, Carrier Group Staff, Surface and Aviation Stock Control Logistics, and Inventory management on multiple platforms, and did a tour at Fleet Training Center Norfolk as a military instructor and Leading Chief for the Master Training Specialist program. In his last assignment, he served as the Supply Officer, Explosive Ordnance Disposal Training and Evaluation TWO. He is Surface and Aviation Warfare qualified and a Master Training Specialist. His personal decorations include the Navy Commendation Medal (4), Navy Achievement Medal (2), and Combat Action Ribbon.
