Chuck Eckhart

Chuck Eckhart joined R3 in spring 2026 as a Program Manager, Mid-Atlantic Region. Chuck retired from the United States Navy after 34 years of service as a Special Operations Officer. He has a diverse background in numerous functional areas including Explosive Ordnance Disposal (EOD), Mine Countermeasures and Mining, Diving and Salvage, Riverine, Amphibious Warfare, Warfare Requirements, and Doctrine Development. Chuck began his Navy career in 1992 and was commissioned under the Admiral Mike Boorda Seaman to Admiral Program in 1997. He received his undergraduate degree from the University of San Diego and a master’s degree from Air War College in Montgomery, AL.

Chuck spent the majority of his tours in operational billets and has held leadership positions at every level to include Commanding Officer of EOD Mobile Unit TWO, Chief Staff Officer and Commander EOD Group TWO, and Commanding Officer Navy Expeditionary Warfighting Development Center. He has also completed numerous operational and staff tours including, Counterterrorism Branch Chief U.S. Northern Command, Underwater Requirements Program Manager at U.S. Fleet Forces Command, Maritime Operations Center Director at Navy Expeditionary Combat Command, Underwater Requirements Program Manager at Mine Warfare Command, Operations Officer at Combined Joint Task Force Troy in Baghdad, Iraq and Executive Officer Riverine Squadron TWO.

In his Program Manager role, Chuck is supporting the execution of contracts in the Mid-Atlantic region.
